The Fertilise Farmland ability is unlocked at level 8 Farming.

Using Bone Meal on Farmland will convert it into Fertilised Farmland, consuming the Bone Meal in the process. Only Bone Meal itself can be used; items that function the same as Bone Meal cannot. Doing this will also give some Farming experience.
